I am located in NC, at the bottom of ZDC coverage. I know ZTL covers part of the area. But, Is the lack of aviation communications, mean fewer flights? Because of the virus?

OkYes. Also, with the lower number of flights, centers are operating in configurations you would normally only see on the mid-shifts, with maybe an extra sector or two open when it gets busy. So the frequencies that would normally be used if all the sectors are open, are not going to be used. Without knowing the various sector combinations, you're just going to have to tune around and try to find which frequencies are being used.
Pre Covid-19, I was getting ZDC's Sector 38, 36, 27, and 26. Regularly. Now, Only 38 n' 36. Pre-Covid-19, I was getting ZTL's Sectors 3, 29 n' 43. Now, Only 3.Recently in the afternoon Washington had Sector 17 (134.50) combined with Sector 11 (133.90) and Sector 19 (125.45). Never heard that before in the old days (before Covid-19) in the middle of a day shift.

There's a good LiveATC feed that covers Sector 29 (128.80) and checking yesterday that frequency is still in use. Did you mean Sector 30 (133.15) ? Even before Covid-19 it often combined with Sector 29. Checking yesterday they were combined and still using both frequencies. I checked some LiveATC logs from yesterday and I'm still hearing Sector 26 (135.30) and Sector 27 (135.200) frequencies in use. Not sure what you mean by only getting 38 and 36 now ? Do you mean controller reception on 26 and 27 ?
