Computer as scanner program

The other day I saw a program about area 51 on tv and saw that they were using their laptop as a scanner. Where can I get a program like that, and what is it called. I've tried searching the internet, but all I find is scanner programming software. Thanks in advance.

They were not using a computer as a scanner, they were using the computer to control a wideband receiver, a WinRadio receiver as I recall. The computer was controlling a seperate receiver module. You can see them here:
