Confirm MOTO on 454.410(ish)?

I'm hearing what is apparently a patch or feed of Baltimore City Northern District going out in inversed DMR on what looks like 454.41085 (could be an image, I admit). RRDB says unidentified and not FCC listing....
Anyone else hearing this?

Now found on 452.36285. I believe this is the "real" frequency. Definitely Northern District BPD. License suggests JHU, since that would be in the Northern District. A feed the JH Security guys set up so they can hear BPD on their radios?

That would make sense. Their main force is all SPOs that went through the City academy, and being right in the middle of the city, they probably want to be connected. Might even be a patch..
