Confirm PL Tones and Frequencies

Can someone please confirm these PL tones and frequencies for me?

SPEN:

154.680 - SPEN 1 (131.8 PL)
155.475 - SPEN 2 (National Police Channel) (CSQ)
154.725 - SPEN 3 (131.8 PL)
153.785 - SPEN 4 (131.8 PL)

JEMS:

155.205 - JEMS 1 (186.2 PL)
155.340 - JEMS 2 (CSQ)
155.280 - JEMS 3 (CSQ)
153.785 - JEMS 4 (131.8 PL)

EMRAD:

39.760 (131.8 PL)
39.800 (131.8 PL)
39.920 (131.8 PL)

New Jersey Highway Authority (Garden State Parkway):

851.3375 - Channel A (151.4 PL)
852.1625 - Channel B (CSQ)
852.7375 - Backup (151.4 PL)
853.8625 - (CSQ)

155.340 - JEMS 2 is an ambulance to hospital channel. It's often referred to as H.E.A.R. (Hospital Emergency Ambulance Radio) and each hospital will usually use a different PL tone on this frequency.

I've got some PL tones from my area:

PL 71.9 Morristown Memorial
PL 118.8 St. Claire’s, Denville
PL 233.6 St. Barnabas
PL 103.5 Somerset Medical Center
PL 114.8 Robert Wood Johnson, New Brunswick
PL 103.5 Med-Central
PL 151.4 St. Peter's

MAYBE SO but
it is an interagency freq and units from other states need to sometimes talk to NJ units (DEL,PA,NY etc) so what good would having the PL 131.8 on when another POLICE agency who does not be of any worth?

155.475 is often programmed with 131.8 as the transmit PL, and CSQ for receive. Same with SPEN 4 and JEMS 3.

CSQ isn't a PL, it means Carrier Squelch. That means anything that transmits on that frequency will break squelch.

another words if the recieve pl is csq, you will hear everything? what about if another persions recieve pl is 156.7 and your transmit pl is 131.8, will they hear you? It's gotta be all csq or all the same pl for this system to work the way it should!
