Pretty sure there is a minimum post requirement for conversations.

Your second best bet might be starting a relevant thread in an appropriate subforum, and tagging him. If it's too sekrit squirrel...I don't know what to tell you.

No need to start a new thread. Users can be tagged by placing the @ symbol before their name and choosing the forum handle from the drop down that comes up... @mmckenna

Just like you did. In the body of a message, type an @ sign followed by the forum user name of the person you want to contact. Use this feature judiciously as it alerts the user when you do it. In other words, don't type "@u$ername" unless you really want to get u$ername's attention.
