I am using just a basic baofeng uhf/vhf radio and I have the noaa radio stations programmed in. I was scanning through the channels and on weather channel 7 there is a continuous hi/lo tone playing constantly on there. Never heard it before. There is no sign of the actual broadcast being played in the background. Any ideas?

Probably allert system testing, especially if you get the standard broadcast on another channel.

What alert system used by the NWS is a constant high low series of tones? I've never heard anything like that on the 3 channels I've used over the last 35 years. I think @ScannerSK was on to something with his post farther up the thread.

Most likely you were hearing the phone company. Most of the NWS TX's are remotely located from the forecast office, and rely on telephone circuits to connect between them. These are usually provided (for a hefty fee) by the local phone companies. Sometimes they use UHF radio links, or ride microwave circuits, etc. The phone company will use audio test sets that generate that obnoxious tone to allow for troubleshooting. The tech's trying to fix the circuit and easily identify when they are listening to the correct pair of wires (or other circuit device), when they hear the tone. Sounds like they got the circuit running but had not taken the tone off the line yet. Since the WX Transmitters are keyed all the time, they just pass on what they hear from the phone circuit. It's a dedicated circuit only connecting between the two locations, full time (no dialing, etc.).

Question: can a pager be set up to Alert you when the weather is Severe.. Does anybody know the tone that will set off the pager?

I imagine a VHF pager could be set up to alert for NOAA weather alerts. On NOAA weather radios, the tone is broadcast as a 1050 hertz tone. On a broadcasting station (radio/television), a two-tone attention signal of 853 Hz and 960 Hz is used.

Better would be to purchase a handheld weather radio with built in S.A.M.E. alert. S.A.M.E. prevents alerts for other counties setting off the alarm which can be very helpful in some locations. S.A.M.E. also allows a person to select which alerts they want to have set off the alarm and which ones to avoid setting off the alarm to prevent the alarm from constantly sounding for non-essential alerts.
