Can a trucking controller channel be inactive when no one is talking

I'm not real sure what type of system. Their frequencies is in 400. I have a whisper TRX - 2

A DMR CAP+ System Control Channel moves around and isn't constant, also could be conventional DMR (Tier I/II) non-trunked or NXDN conventional.
Or possibly just a Digital Voice Channel (any type) that you've come across..
A Control Channel (any type) can move as well.. (Moving to another alternate frequency causing it to seemingly disappear from the one your monitoring)
More details are needed.. :unsure:
