I have an extra NC-88B charger that I want to cut and use with a cigarette lighter plug. The transformer says it's 12v... however the radio says it's receiving 11.8 or so.

Is it possible to do this with a vehicles 12v system? Will the amperage ruin the radios battery? what if I was using the radio without the battery clipped on?

"Is it possible to do this with a vehicles 12v system?"
Yes, be sure to observe polarity.
"Will the amperage ruin the radios battery?"
The load will only draw what it requires but it's advisable to include a 1A slo-blo fuse in case of a short.
"what if I was using the radio without the battery clipped on?"
It'll work.

I use my Yaesu FT-60R with different power sources no problem... I found a brand new portable DVD player battery that is lithium-ion 9v 2600mah and I use it as a backup power source. Also use my cars 12v power system directly as well. Just be careful hooking it up, you can burn up a radio in about 1/2 second...
