Is there any cool (or anything) free radio software out there? I always look but I never find anything. Something that doesnt require a specific scanner or radio would be nice too.

Developing software that is not scanner specific involves a great deal of work. Basically you would have to support all scanners and the numerous protocols and scanner specific commands. I don't think you realize what you are asking from a developers viewpoint.
To develop for and support all these scanners you pretty much have to own or have access to the scanners.
