This will definitely be a welcome addtion to the system. I live in Anoka County so I monitor this system far more than any other. I haven't heard any obvious instances of the system being overloaded but I can definitely see the potential due to the number of users.
Anoka County has 10 police departments plus the Sheriff's dept, 15 fire depts, and 2 EMS agencies that cover a large portion of the Twin Cities metro area. Also using the system on a regular basis are both of the State Patrol's metro districts, most of the public works depts in the county, the county highway and parks depts, and the MN Dept of Transportation.
Anoka County's radio system is actually a subsystem of MN's statewide ARMER system, so traffic from neighboring systems is often affiliated as well.
