joejo, if you have the input frequency you will hear (generally) the Base most of the time and if the mobile is "close" or on a high spot you will hear it also. Best bet for "both sides" is to use the output frequency. But I will say this I myself usually have both frequencies programmed in.
Now the next queston, if AFC does it the "old" way, yes once they set a frequency pair it will be used over and over for a certain area. Example: Dadeville's old pair of 159.270 and 151.310 was reused at each different repeater site. 159.270 output's PL remained the same for each site and 151.310 input's PL was different for each site. And it appears that is the way the new system is being handled.
Reference 453.100/458.100 and other UHF frequencies: AFC units use to have a VHF and UHF radios so they can talk to both their Dispatch (on VHF) and the county VFD's (on UHF). Of course AFC started using the VHF radio for the counties that switch to VHF.
joejo, which UHF (450) frequency did you hear Russell base and units using? In the past I know that Russell AFC units used the Russell Co VHF fire channels to talk to Russell Co Dispatch and FD's. Normally the AFC units would use "ForestryXX" as their callsigns when on county channels (sometimes they id'ed by AFC callsign).
