couple questions/ help

hello hope this does not sound stupid but you dont know till you ask. while listening to state or county pd when disp dispatches out do all the cars hear that dispatch or do they just call certain units to take the call. do county or state use car to car. also when mutail aid is active who uses this state or county pd or is it someone else. thanks for any help.

Talking about New Castle County....
All cars on that TG (State/county) hear the dispatches on their radios.
Car-car happens on the county TAC channels for them. DSP uses their TAC channels too for C-C. Often DSP also uses their "Troop" channel which is full time encrypted.

County primarily uses NCC-MA1 or 2 for large scale operations. Sometimes DATA-C
State primarily uses N-PMA or SW-PMA for large scale operations.

You will primarily hear only those PD's but occasionally you will hear them on each others channels depending on the situation.
