Covington PD will require a TrunkTracker scanner.

Although your Pro-60 covers the 800 Mhz band, it does not have the TrunkTracker technology that follows a specific conversation as it hops around from one frequency to another on a trunked radio system.

A Pro-95 is probably your cheapest bet, at around $150 new and a little over $100 used on eBay.
