Covington Police?

I see that Covington city police only use Apco-25 occasionally and was wondering if anyone knows when do they use Apco-25 and what for?. Also could anyone advise me as to why they dont use digital full time?. Thanks.

Don't know why they only use it every so often, but it's only usually used for sensetive info.
