Saw a marked unit (New Black & White) today with AIR3 as the unit number - also had amber lights above the blue and reds

I'm guessing it's some sort of HAWCS support unit?

If it's got amber lights, it's probably intended for use on the "airside" grounds of the international airport.

I seem to recall photos in either a newspaper or online of one of the (really) old Jeep Cherokees with the red & blues replaced with amber, used as the tug vehicle for the dollies that HAWC1 and HAWC2 go into and out of the hangar upon.

Yep, They have a few units that they use to pull the Choppa's out of the hanger. If you drive to the SAIT Airport Campus you can see it through the fence, at the CPS Hanger.

There is also AIR 1 that is a B and W new unit, with an Amber on top of the regular light bar. AIR 1 is parked near the CPS office on the departure's level near the rental car area.

The Amber is needed if they take the unit onto the Tarmac for any reason. If they go onto the tarmac with Red and Blues, Ground control would hold all units where they were as they have the right of way.
