CPS on PACS

I was driving around South West Calgary today & I caught what seemed to be CPS doing surveillance on a moving vehicle; the odd part was it was on the PACS System : (154.68000 with a PL of 131.8) Tac 3 & sounded a lot like A9 HEATT - TG 49680. And no, they were not patched into any of the surrounding area's PACS Alpha or Bravo channels with RCMP. I pulled over to the side and attempted to find a patch to the 753F Calgary System, and even looked through their P25 conventional tacs; but there was no luck. They were using just plane VHF with no repeater.

Has anyone else found CPS on the VHF channels? I know that some traffic units are equip with VHF & the rare CB, but I wonder why they chose analog over digital in the city. Its not like all of their talk groups were busy, dispatch was even a bit quiet.

Pacs

Are you sure it wasn't RCMP. Have heard them on various freq. following Vs or looking for drugs in and around Calgary area. Usually on their Simplex freqs..

I wonder if it was IROC or Green Team or off chance training excercise. Althought it is rare we hear big city folk on RCMP channels, it does happen.
