If you search the business bands (467.7-467.975) you'll find several. Also the other low power stuff.

Could be anywhere in the 451-469.9875 band

the low power Mike referenced are the most common Business Band uses, but they can/could be anywhere.
All depends on where/who they bought the radio thru
