Criminal Information Bureau in Appleton

Has anyone heard anything on 156.210 in the Appleton area? Supposedly this is used by the Wisconsin Criminal Information Bureau.

I've never heard anything. If anyone has heard anything, what were the comms about?

I turned the VHF beam toward Appleton. The repeater ID is KTI684 but no analog audio.

I don't have a digital capable receiver because there aren't any digital systems worth listening to in my home area. Maybe someone a bit closer to Appleton can listen for awhile and see what's going on. Due to the distance involved for me, perhaps it is a P25 system and I"m just not hearing the buzz over the background noise.

Anything the "Crime Information Bureau" did would be telecommunication -- computer to computer and probably encrypted. I'm not familiar with a state "Criminal" Information Bureau.

Criminal investigation bureau

It's actually the Division of Criminal Investigation, which is a part of the state Department of Justice. Within DCI there are several bureaus and units. One houses state narcotics agents, another the state fire marshals, one covers financial crimes including gambling and another one handles corruption by public officials. It includes an Investigative Services Bureau that assists local police and sheriffs with difficult crimes or where a state-wide crime pattern appears.

These frequencies may also be available to the Division of Law Enforcement Services, which inlcudes the State Crime Lab. The state Blue Book at your library will give you some more details (page 455-47 in the 2005-2006 edition). There are not a lot of DCI agents; one reason the radio traffic is sparse.

Perhaps Stateboy can shed some light on this but I vaguely remember their mobile unit numbers starting with the letter "X"... (???). I was told some time ago that they were sometimes heard on the State Patrol repeaters many years ago when their own systems had dead spots or coverage issues.

Correction / addition to my earlier post:

Forget the Blue Book, here is an easy link to info on the Division of Criminal Investigation. Click on the title of other bureaus or units of interest.

In the Madison area, 156.210 has a morse code ID every hour. I assume it's DCI, but my morse code skills are close to zero.

The FCC database will give you the control locations. In Madison, it's on Darwin Rd. a short street near the airport. No visible transmitter there.

Nobody that uses our system has an "X" identifier. Most of the DCI agents call us when they are looking for info, but they do have radios and can talk to us and on mutual aid channels. Odds of that happening are slim to none, and Slim is walking out the door.

That is a Statewide tactical frequency in the DOJ DCI radios generally used in a very low power simplex situation; often with very informal chatter. Don't believe you should be hearing any high powered bases or repeaters on this frequency that are part of the State radio line-up
