Critical Alert?

Can someone define what it means when Baltimore dispatch announces "Critical Alert in/out of effect"? I think it has to do with medic coverage... but I am not sure.

It used to be called the "Red Medic Alert". Engine companies are placed out of service, and the backstep personnel are used to staff BLS ambulances until enough Medic Units are available.
