The UHF band is open tonight, and I monitored an agency on 460.325 MHz, PL 114.8 using voice inversion scrambling. (460.325 MHz is Stillwater, OK PD's main dispatch). Checking the database, I see that Crowley Cty SO uses 114.8 PL. Do they use VI scrambling? A few minutes later they ran a tag, 3 letters followed by three numbers, which is common for Okla. tags, but I wasn't able to hear the response as my local PD came up on the freq, so I missed the easy shot at IDing the agency.
