Would it be better to change CSQ to Search that why any tones that might show can be seen then people can figure out who's talking with all the down loads for scanners it seems to be a better deal?
If a frequency is tagged CSQ, than it has no tone.
If a frequency is blank, than the tone is unknown.
It would be up to the scanner programming software writers or the end users to setup the search function on their scanners if the frequency has no tone.
This could easily be done.
It makes no sense at all for Radioreference to tag them as "search" since a blank already implies the tone is unknown.
