Looks like CSU Chico ditched the LTR system for a new TRBO Cap+ system with Basic Privacy on some talkgroups and RAS. They seem to be using the same frequency pairs as before.

Welcome to RR.com -
What program are you using to monitor data?

looks like they are using CC8 on their channels. I have only heard talk group 35 talking for a brief period and it was encrypted.

what is RAS?

I use SDRSharp and DSD+ to decode these types of systems.

RAS is Restricted Access to System, means you have to have some obscure very long key to get into the system, basically means its unhackable, and even if you did get into the system it seems to be encrypted...

RAS is an acronym for Restricted Access to System. It prevents unauthorized radios on a DMR / Cap+ system. Similar intent that a System Key has for SN/SZ/P25 systems.

RAS keys can be up to 24 characters containing: 0–9, A–Z, a–z, hyphen, underscore, dollar and pound.

The SK on SN/SZ/P25 systems is the announced System ID and you need the key (a physical file) to program the subscriber. The RAS key is a security measure to prevent rogue radios on systems that lack centralized controlling and authentication (Con+ for example); basically an encryption key for system access.
