CSV importing

I am trying to download and import the CSV files for Manchester and Nashua. I cannot for the life of me figure out how to get it to work. I have a RadioShack Pro-96 scanner with ARC-96 software. Anyone know how to complete this task?

Since you are a premium subscriber, you really don't need to - why not use the RR import functions?
