Cumberland Co PD on NSA Channel?

Recently I programmed the Naval Support Activity channel out of Mechanicsburg into my scanner and it appears that some county police traffic is heard on Talk Group 27498. Does anyone know anything about this or has heard it? And what departments are on it? I hear the units calling to "County" when they make a stop or end a call. I've heard other unidentified Talk Groups also on the channel (27526, 27525, & 25525), but I can't determine whether they are something local or not and what they exactly are.

It might be a patch to the Cumberland County Police talkgroup.

When I worked in the Harford County, MD radio shop, we had 5 radios at the the Aberdeen Proving Ground dispatch facility patched into their system so they could listen for calls police or fire and could key up on the same if they had to transmit anything.
