Cumberland County 911 Center/Radio System

I know Cumberland County 911 uses a OpenSky Radio System (Don't get me started on the System... LOL) But I saw on the news that they (911 Center) moved to a bigger and better building...but I heard them doing work on Low-Band Fire Dispatch (Juniata Fire Dispatch as well) 46.060. I now I hear a click-click noise before County talks or hits Tones. Can someone tell me what the noise is and what it does???

Probably remote tone keying. It's basically a signal sent from the console to the actual base station radio to tell the transmitter to key up.
