Cumberland County Fire Rescue Monitoring

Good morning All. I am trying to help out a friend with programming. He is a retired firefighter from my previous volunteer fire department, and he has relocated to Cumberland County. He currently owns a GRE PSR-410. He only wants fire frequencies. From my research, I see about a dozen conventional fire frequencies for the County and Townships. I also see an OpenSky system listed, which of course can't be monitored. The South Central Interoperability Network is listed for the surrounding counties, which will require an SDS-series scanner. So the questions are, do I just program the 11 or so conventional frequencies for him, or advise him to upgrade his radio? Will Cumberland County be changing their system to something that can be monitored, further justifying the radio upgrade? I know I would tell him to upgrade, but I don't know if he's interested in the surrounding counties, and if Cumberland County will eventually switch. Any help is appreciated.

Post #5 in this thread seems to suggest Cumberland County is (or was as of 2019) in the process of upgrading from said OpenSky system to an 800MHz P25 Phase-II. Aside from that I'm not seeing any further conversation about the proposed new system. So I'm hoping others who may be in-the-know can chime in

The opensky is rebroadcast on several frequencies. 460.575, 453.175, 462.975, 460.375 and 453.700

Thank you. I didn't see these frequencies in the Database. Are there specific entities or designations to each frequency? Are PL codes assigned, or just CSQ?
