CWIRS Site 30 (Oat Mtn) dead?

Has anyone else noticed that the CWIRS P25 system for Oat Mtn is down? I'm not getting any control channels from Oat Mtn, which is line of site to me. I'm listening with a Phase 1 scanner, but I should be able to get the control channel at least?

I know I havent lived in Newhall in 4 years, but Im fairly certain its P25 Phase 2, not Phase 1. They were in the middle of upgrading when I moved out of California.

I'm still seeing it in the neighbor list, but I don't recall ever being able to hear Site 30. I see a faint P25 CQPSK control channel there, just above the limit of detection and ~15dB short of decode. I'm far enough away that I can't hear many of the CWIRS sites, but if it were on Oat I should be able to hear it. If other simulcasts that previously included Oat no longer do so, I probably wouldn't be able to notice.

CWIRS is still running Phase 1 voice. TDMA operation doesn't affect control channel detection anyways, as all control channels run FDMA.
