For those of you inside Dallas take a look at the license below. Dallas has a license for several 2 watt 700 MHz channels. The ones marked MO3 are licensed for use anywhere in Dallas County; the ones marked MOI (itinerant) are license for use anywhere in the State. I can't hear these from my location due to the low power so I'm looking for users inside the city. These would probably be conventional P25 (not trunked) although they are also listed as NFM. I would expect these to be used for short range simplex but I guess low power repeaters or maybe even vehicular extenders could also be used.

Those are the national/regional public safety low power itinerant channels,

Dallas also has two simplex frequencies on their 800 MHz trunked system license WNXM603 (City of Dallas) FCC Callsign Details
853.7000 and 853.3500 which is also Texas interop channel 8TAC97D. I have never seen anybody report any actvity on them in Dallas.
It looks like they also left the old pre-rebanding 800 MHz national interop talkaround channels on that license.

Vehicular extenders is a good guess. The police department has about 900 marked squad cars, so a license for 1,000 would be about right. On the other post, the two 800MHz frequencies, SWAT uses low power radios between officers, so those might be used by them.
