Data base or win97 issue

I have ask this question before with no answer and still having same issue. When I download from data base for Knoxville/knox co. public safety ( Tennessee) I take check marks off the ones I do not want it still downloads them anyway and now I'm getting data burst which sounds like fax machine running everytime. Never had this trouble before. I'm using gre300 wirth ver108 and ver 1.36 on win97 which is latest, have check the 800 reband for that range. I have tried different ways on check marks but still same thing. I have a old file for knox/knox co and when I program it in it works great!! What has went wrong?? Someone point me in right direction to get this straightened out sure would like get it back up and running on updated freqs. Thanks Ronnie
