Dayton correctional ch-16

Saturday passing through dayton heard dci unit say to other unit to go to 16. made me think he was talking about channel 16 ? Nothing further was heard on marcs. Encrypted channel? Simplex? Has anyone seen a correctional channel layout on marcs?

My guess would be simplex. A lot of agencies tend to put a talk around or direct channel on position 16 since it's easy to switch to in an emergency or if the radio system fails.
