DC-Area Federal Freqs--Need Help Identifying

Here are some federal frequencies found while monitoring from Gravelly Point (just north of Reagan National Airport). If anyone can ID these, please let us know.

I just locked on to 407.8625 as a control channel displaying "LT System". :confused: But it doesn't remain transmitting like a control channel. I also have what may be a control channel on 408.4625, really weak though. This is from Loudoun County.
