DC Fire UCC-1/UCC-2 Talkgroups

I see in the talkgroup listing for the DC trunk system that TG 2656 is listed for the Fire Service as "UCC-1" and also as "Radio Shop" for City Services. Same for "UCC-2" under the Fire Service but also listed as "Jail" under City Services. Does anyone know if the UCC channels are shared usage talkgroups? What does the "UCC" abbreviation stand for?
