Heard earlier today on the Crystal City Site (801) Talkgroup # 35649 with some unencrypted traffic.

I thought the DC IWN was supposed to be 100% encrypted?

The Justice Department set forth a requirement for full-time encryption on the IWN, but it appears that non-DoJ agencies that are IWN users are not carrying the same requirements. The DHS uses a fair amount of encryption on their talk groups, but it's not always implemented on every radio.
