I think that's just the city's main system: District of Columbia Trunking System, District of Columbia, District of Columbia - Scanner Frequencies

As a person who lives here, PD is largely encrypted (there's a few random TG's in the clear and sometimes you'll hear something, and sometimes you won't). FD is mostly in the clear...I use PulsePoint to alert me to a structure fire call, and then tune the radio to listen in. UDC is also in the clear, although being a university, their PD isn't all that exciting to listen to.

Mostly, I monitor Montgomery County, which offers plenty of action and operates in the clear.

Need advice

I’m am in search of advice. I am totally new to this. I am looking to by an hand held scanner to listen to DC Fire & ems mainly. From what I understand I need one that can receive p25 phase 2 and am looking for something that is not expensive. Any suggestions would be greatly appreciated. I have no idea what I need. Thanks in advance.

If you are looking for Uniden....there are a lot of 436HP's going on the market used since the SDS100 came out. Would not pay more than $350-400 in like new condition (my opinion) as they are new at Amazon for $415. Also look for Whistlers 1088 handheld ($408 @Amazon) or TRX-1 Handheld (which does P2 and Monitors, not tracks, NXDN and DMR as well.) but is more expensive at $474 (Also Amazon). Good luck.
