DCSO Using Interop

Hello all. Maybe some one can help me with this. The Douglas County Sheriffs office has been using the Interop for record checks recently around here. Not using Law 2. Any ideas why they would switch?

DCSO is using the InterOp frequency 152.6600 ctcss 151.4 along with Law 2 (155.5500, ctcss 151.4) in simulcast mode because of poor coverage and multiple complaints from field units. Law 2 is not installed on all the towers like Law 1 is and therefore problems with coverage. Law 2 is usually only used in the evenings when it's busier and more dispatch employees are on duty.
Yet another problem with the "new"system.

Is 152.66 right? It seems to be a paging frequency, and 153.66, 154.66, 155.66 are not assigned, according to the FCC database.

I know it is strange but that is the frequency. It started out as the channel the techs were on when installing the new equipment. After that it is now used as an interop channel. It uses 157.8600 as the input frequency. I have tried to find a license listing and there is none. They also have a uhf trunk site on Kenyon Mountain that does not show up in the fcc listings - 453.1500 is the data channel. Odd but true!
