Decoding Southern California Edison P25 tests

In the last couple of weeks, several of the voice/data channels in SCE's BEE00-5AA P25 system have started sending neighbor lists embedded in test calls on voice channels that last a few seconds, a couple times per minute. When decoded with DSD+, I can then try to associate the voice channel with the site based on the NAC and signal strength matching the CC. This is confirmed in the other direction by monitoring the CC with Unitrunker, which populates its channel list as traffic gets assigned to them.

I've run into two situations that don't fit the pattern, though.

On 936.8375, there is a continuous transmission of these apparent momentary test calls with NAC 5A8 along with a neighbor list of (1.)81, 83, 84, 87, 88, 95, 99, 102, 104, 105, 106, 110, 113, 145, 149 (as opposed to dropping carrier in between groups of test transmissions). It definitely decodes just like the other voice channel tests in DSD+, and does not decode in Unitrunker as a CC. This channel is listed as a voice channel for site 98, the site does have the matching NAC of 5A8, and the neighbor list does not include site 98.

Sites ruled out: Site 100's CC has also been heard with NAC 5A8, but it is much weaker. Site 106, also NAC 5A8, is in the neighbor list (and a site should not be in its own NL). 936.8375 is a voice channel for site 110, but this one has NAC 5A0 and it is also in the NL. 936.8375 is the CC for sites 103 and 115, but this does not appear to be a CC transmission, despite being continuous.

So, site 98 seems to be the correct site with which to associate this voice channel and neighbor list – it's just the continuous carrier that concerns me.
