"Delay" Appearing Above "." On Keyboard ?

Hi,

a. Could someone please explain for me the "Delay" appearing above the "." on
the keyboard ?

It doesn't seem to do anything if I press FUNC, then the "." key.

Is it simply an on/off for the delay, applicable to both Conv and Trunked ?

If so, is the delay times that appears in the Win500 program related to this, and this simply turns this delay on/off ?

Or,... ?

b. Real novice with this; how is it (best) utilized under different conditions, and for Conv and Trunked systems ?
