I have programmed my BC346xt using Freescan with the freqs from RR for NJ. I see that there are a lot of freqs that are over 50 miles from my location.

Is there any reason to keep these freqs or should I keep them?

That's really up to you? Can you hear them? Is it something you'd be interested in listening to?

Deleting these blank freqs should mean I will be scanning the active freqs more often, correct?

In FreeScan you can select exactly what you do, and do not want to download, before you download them.

And yes, the fewer frequencies being scanned will increase scan speed.
