Well, two things. First, what type of interference is it? (Voice or steady and/or intermitent timed squelching?) We had a similar problem here in the Matamoras/Port Jervis area on a UHF frequency which turned out to be a GPS transmitter being used by a surveying crew doing work on the new Price Chopper and Lowes sites in Westfall Township.
Regarding the PL issue, the determining factor of the PL will be based upon the license it's self (if they are allocated a PL) and if they are both allocated the same PL, then it goes by whomever has the oldest license. I would reccomend asking the offending agency for either a copy of thier license, or, at the very least, for them to allow you to view it. They are obligated by law to have it posted and make it available for inspection. I would also see who has the power to make a change and try to work at some resolve of the problem peacefully.

You are correct that PL's are not assigned by the FCC, however they may have been assigned by the frequency coordnator that the licensee went through. Though not legally bound (from what I remember) the applicant usually goes along with it.
I have found that most PL's out our way (Laxawacan?, Wayne, etc) seem to like 156.7.
An easy cheap way to find out is to find a scanner that has PL decode. Chances are, the PL devation at the receive sites may need to be checked. What has happened to me, after a PM check, the PL Defeat switch on one of our receivers was left on letting in distant stations.
Either way, unless the PL's are the same, your reciever should not be opening up on anything other than your selected PL (obviously).
Either way, if you are an authorized administrator of the system you are speaking of, a 10 min phone call should give you all the info you need.
