No idea. It could be a spare in case current hardware fails.

They aren't going digital with that controller. That's a 3600 baud, Smartnet, analog-only controller... either a spare piece of hardware or a replacement for something that's failing.

the MTC3600 can do digital... i used to manage a 28ch smartnet that was run in mixed mode.

It may be a replacement I know the city has a couple back up sites, and some of the equipment at one of them was aging badly. The digital upgrade is a slow progressive project. APX portables are starting to be put into use on the public safety side of the house, as well as the XTL mobiles. Denton County will definitely not be in the first wave of digital systems in the area.
