Denver County Jail CONVENTIONAL channels??

So, I recently came across Jail-type traffic on 460.0375, 136.5 PL, whilst scanning in the Denver area. ULS indicates this frequency belongs to City & County of Denver (WQDC563), with a specific reference to "Prisoner Handling". After reading a bit of info, it appears I was indeed hearing traffic from the Denver County Main Jail.

The Denver County Jail has at least 13 TG's on PS EDACS which are quite busy and seem to be used inside the facility. Why are they also using conventional channels??

(It just occurred to me that they might be "simulcasting" an EDACS channel on 460.0375, like many Fire Departments simulcast their DTRS TG's on "old" conventional repeaters, but alas I forgot to check).

Note something unique you hear on that frequency and what time you hear it and we will see if we can match it up with what they said on one of the EDACS TGs.
