I thought the council approved the hiring of more officers for this?

My buddy just did some cars for the newly formed Detroit Trainsit Police Authority. Thats the new Police Agency thats supposed to be incharge of the People Mover, Cabs, Busses, and Trains in the city of Detroit.

This makes no sense at all.
