Deschutes County approves extended contract for consultant that is also working on radio project.

An engineering consulting firm will evaluate the Deschutes County 911 Service District’s computer-aided dispatch amid a push to revamp the countywide emergency radio system.

ADCOMM Engineering is consulting with the service district on a new radio system expected to be in operation by late 2016. Deschutes County commissioners approved an adjusted contract with ADCOMM Engineering on Monday to analyze the computer dispatch used by the district.

Sara Crosswhite, the district’s operations manager, told commissioners Central Oregon agencies were concerned about whether the technology being used is effective and works well with law enforcement’s records management system.

For the radio project, ADCOMM is receiving $101,000 from the county. The decision Monday tacks on another $95,000 for the consulting firm to review the computer dispatch and the records management systems maintained by law enforcement agencies.

The firm is expected to interview both 911 dispatchers and law enforcement staffers to find out what the challenges are for the two systems and how they might work better together.

Crosswhite told commissioners the district hopes to avoid replacing the computer dispatch system, which would be costly. Commissioners supported the approach.

“It’s the right thing to do,” Commissioner Tammy Baney said about evaluating the system before considering a new one.

Commissioners decided earlier this month to propose permanent funding for the district. A public hearing will be held Jan. 13 to consider placing the proposed funding on the May election ballot.

The permanent funding would be a maximum of 42.5 cents per $1,000 of assessed property value. The district currently operates with voter-approved levies every five years in addition to a tax rate set in 1988. The potential funding increase would be used for maintaining and operating the new radio system.
