Our current mobiles are Astro Spectras, true...however, most of the preps are still not digital capable (mainly MTS-2000's and even a few old MTX's). There are a few XTS's floating around, but there'd be a LOT of radios not compatible if the system were suddenly switched to digital! I'm not even sure that the consoles in dispatch are digital capable...they DO have mobile spectra units stuck under the consoles, so maybe they could test with those...not really sure...
Switching just secondary roads units wouldn't work...what about WEB units, LC units, FAST units, CTU units, Spotcheck units, CMV units, Marine units, morality units, HP units, etc., etc.???
There's a bit more to it than just re-programming existing radios!

Have you been to the airport lately? There isn't a single Airport Police officer that doesn't have an XTS3000. Every pic I can find of a Wayne County Sheriff (online, and that was at some local union website) the XTS3000 and 2500 are shown.
They're not far behind. The digital switch is getting close I think.
