As stated likely an image.
With another Scanner see if you also get them on 154.9050
IF not, then with a 2nd Scanner try
152.3600, 153.3050, 153.3350 or 157.6800 and see if you hear them.
Are you talking about the Factory or a store ?? IF we rule out the image, it could be they got ahold of used radios too...

The old 148XLT's were dual conversion models which were pretty susceptible to images and intermod.
You could try programming 154.900 or 154.910 instead of 154.905 if the 148xlt will takes those entries.
That will raise or lower the received frequency by 5 kHz which may be enough to stop the problem yet still allow you to receive 154.905.
If they have switched to narrow bandwidth, this trick may not work very well but the 148 is not going to have very tight IF filters so it's worth trying.
When you hear Dexter Shoe on 154.905, can you also detect another signal in with them?
I'm thinking it may be intermod created from two transmitters in your area.
Dexter Shoe's licensed frequencies (what ecps92 posted) are not very far away from 154.905 so it may not be a true image. The 148XLT manual does not state the IF frequencies but I'd be fairly certain they are 10.7 or 10.8 MHz and 455 kHz for the 2nd stage.
Is Dexter Shoe very close to your location? It may simply be overloading the front end of the 148 and it accepts it as its AGC circuit cannot handle the signal level.
Only thing you can do for that is throw a signal attenuator inline and hope the real signals on 154.905 are strong enough to overcome the added attenuation. An attenuator can also help for intermod problems.

Had the day off due to a small snow / ice storm so went to Dexter to play with scanners. Heres the lowdown on the interference on 154.905 / State police frequency.
It DEFINETLY is the BC148XLT's problem. I brought the Pro-2006 over to Dexter and no problems at all. I also brought a list of all Dexter frequencies to do a decent band check of whats available. Seeing there was no school I had no luck on scanning 155.265. As far as Dexter Shoe, the business goes by H H Brown or something like that. Still deals in all shoes / footwear. They are very active on air using 2 separate repeaters. I even verified this with an employee in their parking lot as they were leaving for the day. The particular repeater pair that messes up the Bearcat scanner is the 158.415 input / 153.305 output. Another active repeater for Dexter Shoe is the repeater 152.360 input / 157.680 output. The location I was at is less than a quarter mile from Dexter Shoe. So whether its an intermod or overload I dont know but its definetly the crappy scanner.
Seeing it was snowing and sleeting I also scanned the other Dexter frequencies hoping for a snowplow hit. The only Dexter frequency to get a hit was 154.965 which I'm quite sure is a repeater output. I heard 2 different conversations on this frequency. One was very likely Dexter plows seeing their garage is less than a 1/2 mile from my listening location and both parties were very loud. They mentioned plowing Main Street but thats not enough for me to say 100% it was Dexter, but I'd go with 90%. :0) Also heard on the same frequency were Corinna plow operators and this I am 110% sure because of 2 roads mentioned I know in Corinna. Those being Bolstridge Road and Morses Corner.
