I have found the DIA budget item for the DIA radio system going digital was a contingency item (demand responsive) set up by the last RF Manager who retired on Dec 29, 2008. No one currently in Telecom (dept. in charge of radio) was even aware of the budget item. No funds are allocated or have been spent, and will only be allocated should it be necessary (extremely unlikely). The $4 mil figure was only a guesstimate on the high side.
So it may not even be necessary for any DIA mobile or portable radio to have Provoice, that remains to be seen. So rest easy, at least at the DIA end, no push for Provoice.
