Did not realize Starnet was getting so much Galveston Traffic

I just put in the Starnet control for Galveston from the database here at RR.com and I am picking up a ton of traffic whereas the old system control frequency was only transmitting about half as much. I wonder if there is a major switch takign place since the GPD and Municipal court system all moved into their new building recently.
