Yes, they have fully switched to the new P25 Digital System

It's not so much as they changed. The P25 system has been on the air for months (years) and was supposed to be exclusive 01-01-2020. What happened is that on 06-01-2020 the MOT II analog systems were taken off the air. If you were only listening to those systems for the past few months, you've missed a ton of radio traffic.
