Dielectric Constant for PVC Pipe

Has anyone determined what the Dielectric Constant of PVC pipe?

I've lost all my antenna notes of experiments and I'm interested in
what percentage drop in frequency or how much an antenna needs to be shortened
when it is placed inside a PVC pipe.

Yes, that thread is useless to the question I asked
which is about the Diaelectric constant value of PVC when you insert a UHF antenna
into it. That is, I'm guessing that it is around 19% decrease in physical length but
I would like to hear from anyone who has put slim jims in pvc
