I just put the safe-t system in my 396 scanner and suprisingly enough I do hear them talking, but the bugs I am encountering are; 1) most of the time they come in alot louder than non digital. 2)sometimes it sounds like I may be missing the beginning or the end of a transmission and it may be a little garbled as well. 3) and lastly I get a machine gunning sound for maybe a second then it goes away. I have the agc turned off but other than that I have not tried to much other tweaking. what should I try next?

Turn the AGC on. Also, search through this forum for AGC. You will find the settings for the 396 that help the sound quality and volume.
